La obra de Samuel Román Rojas fue fundida en bronce e inaugurada el 12/10/1949. Representa al Presidente Balmaceda de "tribuno" de pie en actitud de firme resolución. El obelisco detrás mide 24 metros de altura. Presidente de la República 1886-1891. El 19/09/1891 puso fin a sus días poniendo así terminó a la guerra civil y revolución de 1891. La estatua fue fundida en la Escuela de Artes y Oficio (hoy Universidad de Santiago) en 1949.

The obelisk and statue honor President José Manuel Balmaceda Fernandez, in a pose of firm resolution, who died while ending the civil war and revolution of 1891. The work of Samuel Román Rojas, the statue was cast in bronze at the College of Arts and Trades, today the University of Santiago, and inaugurated on December 10, 1949.
